Temple Quarter and St Philip’s Marsh

At Bristol Temple Quarter, one of the UK’s largest regeneration projects, our vision is to transform over 130 hectares of brownfield land at the heart of the city over the next 25 years into a thriving, well-connected mixed-use community. The regeneration will create up to 10,000 new homes, thousands of new jobs and bring £1.6 billion each year to the city-region economy. The regeneration will put sustainable homes and jobs at the heart of the city, alongside new green spaces and a thriving economy, where visitors and residents can live, work and spend time.

A refurbished Bristol Temple Meads Station will build on its role as the region’s largest transport hub. Work will preserve the heritage of the stunning Grade I listed station while creating a gateway to the city fit for the 21st century. Public transport, walking and cycling will all be made easier, creating a greener, well-connected community.

To make this happen we will be ambitious and work together. The project partners – Bristol City Council, West of England Combined Authority, Network Rail and Homes England – have come together to deliver this vision.

The project received a boost in June 2022, receiving £94.7m of government funding, The money will kickstart Phase 1 of the project, bringing new entrances to Bristol Temple Meads station and delivering thousands of new homes and jobs to the area.

What it means for Bristol

Regenerating the area around Bristol Temple Meads Station, the largest transport interchange in our region, is a once-in-a-generation opportunity for the city. It will bring about the long-awaited transformation of a key site in the heart of the city, creating thousands of new homes and jobs close to significant areas of deprivation, and an economic boost of £1.6 billion per annum.

Catalysed by the development of the new University of Bristol Enterprise Campus, Temple Quarter will be a national asset in levelling up the UK economy: creating jobs, opportunities and homes for the entire city region.

Together with housing, jobs and infrastructure, Bristol Temple Quarter will enable people to live low impact, sustainable urban lives, making positive change for our people and the planet.

Key opportunities and challenges

In March 2024, the Bristol Temple Quarter LLP was incorporated. This new joint venture between the Temple Quarter partners gives a single public sector body to drive forward the comprehensive regeneration of the area. The partners have agreed to pool their land, to enable the right development in the right places.

Bristol Temple Quarter will be delivered in two phases, supported by an emerging masterplan that will set a framework for new development.

Phase 1:
Development in Bristol Temple Quarter around Bristol Temple Meads station, supported by £94.7m government funding.

Development will include include new commercial and residential schemes, alongside key infrastructure improvements, including three new entrances to Bristol Temple Meads station.

Deliver development value of £845 million

Create 2,500 new homes and 2,200 direct jobs by 2032

Phase 2:
Regeneration of St. Philip’s Marsh to the east of the station, totalling 65 hectares.

Strategic flood resilience infrastructure is required to address key site constraints in St Philip’s Marsh to enable new jobs and significant housing. Bristol City Council has worked with the Environment Agency to create the Bristol Avon Flood Strategy which will unlock several strategic sites including Temple Quarter. An initial £88m funding has been identified to support the first phase of flood resilience infrastructure with a further £128m required to deliver the full scheme.

Strategic alignments and current status

To ensure regeneration is values led, the Bristol Temple Quarter plans sit within wider strategic aims across the city-region. This includes BCC’s One City Economic Recovery and Renewal Plan and the Combined Authority’s Employment and Skills Plan. Bespoke BTQ strategies focused on Inclusive Growth, Placemaking, Affordable Housing and Sustainability are in development. The regeneration of the area will be underpinned by the UN’s Sustainable Development Goals (SDGs).
