Frome Gateway

Frome Gateway is a major regeneration area in St Jude’s on the edge of Bristol City Centre. The area is currently an industrial estate lying either side of the river Frome.

At the heart of the vision for Frome Gateway is the creation of a high-quality residential mixed-use neighbourhood which maximises the placemaking potential of its riverside setting and improves quality of life and creates new opportunities for local residents.

Bristol City Council has worked with the local community to produce the Frome Gateway Regeneration Framework to guide change in this 15-hectare area. The Framework was endorsed by Bristol City Council in February 2024 and sets out a vision for:

  • 1,000 new homes with a strategic focus on the delivery of high-quality, affordable, larger family homes.
  • At least 22,000sqm of new and diversified employment space including large and small industrial space, maker space, creative studios and affordable workspace.
  • The delivery of a last-mile logistics hub to enable sustainable freight and logistics.
  • Community and cultural facilities including spaces for young people.
  • Infrastructure and public realm enhancements to support wider placemaking, environmental, public health and community amenity objectives.
  • New homes, workspace, and community facilities
  • Skills and employment provision for local people
  • Supporting healthier living
  • Climate resilient
  • Nature recovery

What it means for Bristol

Policy DS5: Frome Gateway in Bristol’s Local Plan Review identifies Frome Gateway as an Area of Growth and Regeneration. Regeneration of this key arrival point into the city centre will transform the mainly industrial site into a mixed-use riverfront neighbourhood within walking distance of the heart of Bristol.

The Frome Gateway area is particularly vulnerable to the impacts of climate change and is one of Bristol’s most deprived communities with significant public health inequalities. Regeneration will provide a strategic contribution to the city’s response to the climate and ecological emergencies including the ambition to be a carbon neutral city by 2030. In doing so, it will deliver much needed homes, drive diversified and inclusive economic growth, and improve quality of life for the local community.

Strategic Alignments

To ensure regeneration is values led the Frome Gateway plans sit within wider strategic aims including the One City Economic Recovery and Renewal Plan. This should focus public policy, action and the delivery of place change that works for all.

Key opportunities and challenges

Frome Gateway is close to Bristol city centre, next to the main retail areas of Cabot Circus and Broadmead. It is next to the M32 with easy access to Bristol Temple Meads station.

Bristol City Council is one of circa 30 landowners in the Frome Gateway area. Alongside preparing to utilise its own landholdings in the area to contribute to the vision for Frome Gateway, Bristol City Council’s Regeneration team will lead on co-ordinating and shaping change in the area, including through the scoping of strategic funding opportunities and working with local stakeholders.
